SM-G9250 Writing Certificate failed

This phone has no S/N, IMEI and MEID. I try to write cert with android 5.1.1, 6.0.1 and 7.0 but no success.

Any one who have good efs file share here or Pm, I want to try to repair efs then cert, or any idea to solve this problem.
