HELP Mi MAX 2 UNLOCK BOOTLOADER

Hello guys, please i need your help;

I have Xiaomi MI MAX 2 with 2 imeis report by not registers, and i need to repair them.... So i need root the device to enable diag port, but i can not do it if bootloader is locked..... Then i try to unlock bootloader through MI UNLOCK tool, so i need login with MI ACCOUNT into Phone, but i can not do it, because the device ask me insert simcard....but the phone has the imeis down.....

The MI MAX 2 has miui 9 7.1.1

I would like how can i unlock bootloader if the imeis are down and phone has no signal?
